Paypal has changed their rules today, July1, 2015, and do dispute digital. I don't know if that means you can go back, past July 1st on transactions or not. but worth a shot.
PayPal Extends Buyer Protection to Intangible Goods Today
PayPal reminded users today that it is extending its buyer protection to intangible goods, including digital goods, digital music, digital books, digital games, travel tickets and software downloads.
The extended program, which started today, July 1, expands our Buyer Protection program to include fraud protection and dispute resolution for intangible goods or services. That means customers can receive credit or a refund after using PayPal to buy an intangible product or service that doesn't get delivered or turns out to be significantly different than the item's description if it meets our eligibility requirements.
