I used Flexi Starter in my sign shop for almost 2 years until I got the pro version. Inkscape (Free) and many other design programs can do an outline.So can Signblazer. You just save your work as an .eps and import into Flexi for cutting. If this is too much work for you, you don't need to be in the sign business to begin with.
