What progran do I need on my computer to view a eps files before downloading it?

You need a graphics program such as Sign blazer, Corel or Adobe Illustrator

I don't know of any off-hand that allows you to view an .eps file prior to downloading it.

I use SB.  But I download it befor I can view it. Is that the only way to view it?  Also is there a easy way to change a jpg to a eps file easily?

sure is... inkscape.org (open source, freeware). It's the bomb!

If you need a tutorial on how to do a simple raster to vector, you can search on YouTube. One of the members here posted a quick vid about it.

I am using Paint shop Pro 7 for viewing --

I use SBE, Inkscape and Adobe Illustrator for designing.

I can but I have Paint shop set us as the default - It opens MUCH faster and I have been using it for years so I'm used to it.

I second that.  IrfanView is great.  Allows you to look at all of your thumbnails.  Free download too.
