Cutting on both sides of a line - How to Stop

Hi,

I'm trying to make my first real cut of a US flag union.  The image looks good but when I cut it I'm cutting on both the inside and outside of the line.

Can you tell me how to just make one cut on the line please?

The "line" you see is not a line, it's a white star on top of a black star. Either go through and delete the inner or outer star, merge the two, or do cut by color and only cut the white or the black.
