USCutter sells the 18 x 24 blanks in white and yellow.

If that doesn't work for you and you have a sales tax id number you can try Grimco or NGlantz, or try searching for a small regional supplier.  My local supplier is a lot cheaper on substrates than Grimco or Nglantz.
