Outline image and cut mask

I am trying to do something simple but I keep running into problems. All I want to do is load an image. Print it on a 8.5 x 11 sheet of vinyl and contour cut it out. Seems simple enough. i've been searching the site but still stuck. I have my image imported. No problems there. It's a cartoon character. Pretty basic. But when I try to ouline it, it will only outline a portion of it. I'm pretty sure that I am selecting the whole image before I outline. I am thinking it has something to do with the seperate layers but not sure. Frustrating. I've had my cutter for over a month. Yet to make my first cut. Thanks in advance.

Thanks, I did read that earlier. That's why this is so frustrating because it seems so simple and I just don't know what I'm doing wrong.
