Are you talking applying the reverse vinyl to the back side of the clear panel then spraying the back side to create the background. This would leave the clear plastic in front. I think the paint would adhere better to the plastic surface than wood. You wouldn't have moisture getting into the wood causing expansion/contraction. Any bubbles would be visible in the clear though.

Add registration marks to the design and layer it as you apply it. I use a 1/2" + and cut the middle out on all the layers except the first. Use the hole in the middle of the + to align the other layers and tape across the middle using the hinge method to apply them.

Use a sharp blade and make sure your cutting depth is correct. Too shallow and it doesn't cut all the way. Too deep and you cut into the backing paper making it equally difficult to weed. I use an Exact-O knife for everything with the very tip lightly dulled.

We do it where I work. We use an exacto knife blade in a drag knife setup. We purposely dull the tip of the blade before we use it. It's done on a large flatbed cutter. We cut from the back.

When I had my P-Cut, the only way I would run was RS 232 Serial. The USB was always intermittent. I think it's the inexpensive ports that the PCut has that lose connection. -

And cut on the dull side. The shiny side is the carrier sheet. -
G-Code will be different depending on what machine controller you run it on. A post-processor software is required to convert the XY cutter paths to the G-Code for each specific machine.

Many softwares allow you to have it installed on both a laptop and desktop at the same time but only use one at a time. Vinylmaster doesn't look like it allows it. You need to read the end user license agreement that came with Vinylmaster LTR to know. 2.1.1 GENERAL USE: You may install and use one (1) copy of the Software on one (1) computer Software License Agreement

Try saving it as an older version of DXF like AutoCAD R2000 or R12.

I have an WF1100 that hasn't been used in a year. I'm sure it's toast. I tried the syringe cleaning and still couldn't get it to clean completely.
