You don't vector text, find the fonts and recreate it.  Ask your buyer if they have the logo.

Generally, it's not a good idea to vectorize texts.

This logo uses a specific font for "Heritage" --   if you can find out what it is, then just use the proper text.

The three slanted rectangles are easy enough to create.
"Collision Center" is standard sans-serif with a wide-spaced kern.

its an image my buddy gave me he asked me if i can make him a decal for his car

If you don't have permission from the owner of the company, that owns that logo, then that is trademark infringement.   Trademark infringement is when someone uses a registered trademark without permission. If you see something that is already created, it is already owned by someone else.

Putting a decal onto a window of one car is not "trademark infringement" in the legal sense of that.
I am not a lawyer, nor do I play a lawyer on TV.

Trademark infringement is the unauthorized use of a trademark or service mark on or in connection with goods and/or services in a manner that is likely to cause confusion, deception, or mistake about the source of the goods and/or services.

I took a quick look into finding that font, it appears to be https://www.whatfontis.com/FF_Concielian-3D-Italic.font

I'll assume you are capable of drawing those 3 parallelograms. Do you know how to Kern text (wider spacing between letters)?

Also, for all we know, it's likely he can easily obtain permission from the company holding the rights to the logo.
