Would vinyl stick to sand blasted glass pretty well?

I've not done it, but I would guess, yes, depending on the coarseness of the etching.

I know that specialty vinyl sticks OK to bricks and concrete and walls, so why not to the slightly roughened surface of glass?

Good point.

It's for decoration anyway so it won't be handled all that often.
