Can someone convert this for me?

I have another .ai from The Institute of Heraldry from the Pentagon I can't open. Can someone convert it to an eps for me? I usually use online-convert but when I tried to import the eps, it pulled nothing up. Thanks

And this one gives me an error on import even though it's an eps. Flexi usually opens them, but not this one because of the textures I guess it messes up.
