Pricing help please

Pricing is usually easy for me to calculate, but this time I'm in need of some help.

I have to cut 70 decals of the attached image. One color, 5.5" x 4.6".

Im using oracal 651.

Guys, the size should be 4.5 x 4.0". He was thinking 5.5" but then changed his mind (not because of the price as I have not told him).

I'd be $2.10 each cut vinyl but i would probably print them though and that would be at $1.50 each for 70

Print them one color?  I believe they are just white.

Look to be blue to me according to the image. He didn't say what color they were smarty
