How do you scale the aurora graphics files?

Hey guys, I have some aurora graphics jpg files of sign blanks. It says in the directions to scale it down in your RIP which for me is versaworks.

I did this and the text is very grainy / has alot of noise.

I designed the file in Illustrator and then exported as a EPS.
