I JUST GOT A CUTTER CREATION 24" WHEN I CUT A LARGE GROUP OF SMALL SIGNS IT DOES NOT CUT AFTER 15 SECONDS AND ALSO I CANNOT LINE UP TAPE TO GET TO CUT CORRECTLY AND COST EFFECTIVELY ONE ON TOP OF THE OTHER WENT THROUGH A WHOLE ROLL AND I AM READY TO BREAK MY CUTTER

What exactly happens after 15 seconds and the rest of your post I am lost on.  I don't know exactly what you're trying to say.

If you are saying it stops cutting,I think it might be a memory issue. Try cutting a smaller amount of the signs at once. This should also help with the vinyl drift.

I have also heard that when the cutter stops part way through a cut job, that it could be the USB cable. Some have replaced the cable and got better results.
