If you want to place vinyl on Concrete, it really depends on the surrounding environment?  Is it outside, inside, damp, humid?  For most interior areas, the Oracal 651 that Dakota suggested would work fine.  Anything outside, or is going to suffer from exposure to the elements you'd want at least a 751 or 951 higher performance cast vinyl.

3M Makes a new printable vinyl specifically make for cement type surfaces.

My local supplier has brochures all over and a big decal applied to their storefront, but I couldn't tell you what it's actually called?
