Graphic help

I drew this graphic and cut it out with SignCut but it cut along the exact line in the drawing. I was expecting it to cut around the line instead of on it. Is this part of the software not being setup correctly or is it the drawing?

it is the way you have the drawing,, it is supposed to cut on the lines.  vector is the outline,  You do not have a wide enough path/stroke,,  if you expect it to be an outline drawing, you need to make all of the strokes/lines wider. then each  line/path will have an outside and an inside to it.
