Have you tried cutting anything else out?  You sure you're using the correct driver for your cutter?

Something I notice that would confuse me (most things do  ) is your design window is set up in inches and your cut preview window in production manager is set up in cm.

Something else, if you made a circle then used outline feature, since your circle appears to have a outline, you may without knowing selected your circle and then adjusted your circle dimensions. Therefore when you go to cut the overall dimensions will be larger since you have a outline around your circle.

My guess is you have a 4 cm circle with 2cm space and 2cm outline. Therefore you got a 8cm graphic cut. I bet if you measure your inner circle its right on of what you intended the circle to be.
