Another layering question

In Elements, I understand layering with the outline button. Question is how do I layer 3-4 different

colors?

The only way I know is to do the outline send to cut then go back and do outline again, just adjust the size for the next color and send to cut, because outline is always black.

Is there a better way to do this in Elemants?

To do multiple outlines you need to select the black outline you just created and change its color. Then you can do another outline and repeat the process.
