Say I have drawn some graphics and need to scan them after I scan them can I edit them anyway? If so how would I go about doing this and would I need to save these as eps files after being scanned?

After you scan an image and convert it to vector format (trace it), it can be edited node by node if need be.

Photoshop is a wonderful application for just such a task, you can scan the image directly into the software, edit them however you see fit, then save them in a number of formats, then they can be traced in Adobe illustrator or another vectorization program. i personally use Photoshop and Illustrator for such tasks.
