You squeegee the front of the tape real good , lay tape side down, and peel the backing away from the decal. It makes a big difference. I even send these instructions to my buyers. You will actually pick up the wax paper backing along with the decal, doing it your way. And the few items I did with clear, tape, never had a problem, R-Tape clear choice Using Oracal 651 different colors as well as General Formulations , vinyl...Always peel the backing away.
Also a chance that you are cutting too deep and smashing the vinyl into the backing cuts. Check that.
Vinyl thickness can vary. The colors could be running thicker so you are not cutting into the backing.

In Inkscape it's easy.
Set the stroke width you want.(outline)
With object selected, from the path menu select "convert Stroke to path".

The computer just sends the HPGL commands to the plotter using standard communication protocols that all computers should support. If you don't have a serial port you should be able to get a converter that works on macs.
One of these, works with Mac's. The MH cutters us a "Null Modem" cable.

While we're at lets have it contour cut it for you and press it on the shirt.

Is the cutter grounded to the stand? Static has been known to cause random cuts.
Are you using the USB connection? The usb ports on these cutters can be flaky sometimes. Try a "Triplite Keyspan " adapter and the "Null Modem" serial cable that came with the cutter.

A percentage of the money up front is standard practice for custom work about anywhere you go.

How long did it take you? I'd be "hours x $60.00" plus "cost of material x 1.3".
