Where do you go in Sign Blazer to make registration marks?

You can just make a box if you are using the Elements version, otherwise you can just use the registration tool.

just make my own and duplicate each one.?

You don't need to duplicate them. Do them in a different color then you can cut more than one color together by holding down the CTRL key while selecting. (Select the color to cut and the square for each color)
