4 Layer Graphic Question!!

I'm trying to do my first 4 layer decal

I'm having problems i do the top layer first put it on the tranfer tape

then i do the 2nd layer and mark it up with the reg marks

and i'm having a hard time getting the back of of the 2nd to top layer

not sure if i'm useing the wrong tranfer tape or what not..

CONFUSED !!
