How do I get a vectorized pic downloaded from vector magic

Everytime I try open this it shuts down my sign cut program      HELP

It shuts down my SignCut too.  I tried to open it in CorelDraw and it wouldn't open it.  Adobe Illustrator opened it.  It is a raster image in an eps file, not a vector as it should be.  That is the problem.  Not sure why Vector Magic would do that to you.

I'm not that good at tracing so I just drew it out.
