How do I make this EPS file cuttable in Sign Blazer?

I opened it in SBE and when I go to cut, it says it is a bitmap image.

I then tried to pull it up in inkscape to convert it a vector image and inkscape won't open the EPS file.

Am I missing something?

jpg file is a bitmap, Needs to be vectorized.

Open the .jpg in inkscape and vectorize it.

Just import the jpg into SBE and vectorize it. How ever there will a lot of cleanup that will need to be done.
