Tried That and it still does the same thing

I grounded the stand, but I still get static. I was rolling the vinyl out a little when the vinyl touched the back of the actual plotter, there was a shock and now the unit moves in every direction, but the blace refuses to drop and cut? Any Suggestions, I tried power off and on, nothing...

I draw my designs in corel X4, convert them to curves, copy them, open SB, paste, go to the cut screen, when I cut it, the image traces in red and blue on the screen, and the plotter actually cuts the image out twice, wasting time and leaving little thin strips next to all the letters, All shapes I cut out do this too. Any sugestions?
