Well according to the "Specifications" for the MH series you can cut card stock, probably can't do anything real thick though.
As far as special settings, you will need to extend the blade out and use more pressure, will take some trial and error.

The font for "Kiefer Built" I believe to be:
Americana (Italic)
The letter "B" in "KB" I believe is: New Berolina MT Std (Regular)
However, the K is not the same font, can't seem to match that one...

Something you maybe want to try is do the same "cut" but this time remove the blade holder from the carriage, that way we can tell if it is the pinch rollers causing it or if you have too much down pressure causing the blade holder to drag on the htv.
Slowing down the speed a little might help too if you haven't already tried that.

Yeah there is no way it can be 210mil thick, that would be about 5mm or about 1/4" thick. Most PPF is only about 8 mil which is about twice the thickness of sign vinyl...

Well, there is a sensor that detects when the lever is up or down, you would need to remove the plastic cover nearest the control panel side of the machine to get to it. This may or may not be the culprit.
Make sure the white connector is plugged in to the sensor. I suppose the sensor could fail but I don't think it would be unlikely since there are no moving parts on the sensor itself.
Also, I suppose you could try a factory reset by holding the arrow up button while turning on the cutter.
Another thing, were you trying to cut too small of a piece of vinyl? The vinyl has to cover the rear sensor of the cutter or it won't allow the cutter to proceed.
Something else you might try is turning off the sensors in the cutter setup menu.
