Currently, I apply the top layer to the bottom layer on the bench using clear tape so I can see the registration marks, then apply the whole thing in one shot. I think the most sensibe way would be to apply the first layer to the sign blank, then the next and the next with a light spray of app fluid between layers and aligning the registration marks at each layer.
