I'm sure it will vary and react by differences in brand,thickness and other factors im sure,

I had a cavalier back in the day and We laid down 2 large dragons down the side in Red vinyl over top the orange and then clear coated as normal with orange candy overtop in the clear. The car to this day still has them on there with no cracking or peeling of the clear coat and its been 5+ years so far. Should be ok to do although im sure there a certain factors that might produce problems.

You are taking a heckava chance.  I had a customer clear coat a sign I had made. It was double faced. One side facing the evening sun, the letters started peeling. The conclusion....... the clearcoated side would get hot loosening the glue on the vinyl. The clearcoat would shrink pulling up the edges of the vinyl letters.

The letters you have clearcoated, it just probably hasn't got hot enough yet.

You might try using a overlay of clear vinyl.
