Need advice on which layer first, second, third, and finally forth...

I have this image that will require four different colors, but I can't seem to get which color needs to be the base, second, third, and top layer... help a brotha out!

Blue(bottom), white, red, and black(top layer)?

I guess it would depend on how the vector file is layered.

I would do the first layer black, it would be just a circle, The second layer would be blue (Just a circle with the round cutout). Third would be the red circle with the M in it. (Leaving the black showing through) The last layer would be white. The text, the M and the circle. It might be good to make the red circle a little bigger to allow for alignment. This way if your white circle is placed a little off it would cover it.
