need assistance vectorizing a bitmap

Using signblazer and having difficulty vectorizing this picture. I monochrome it, then vectorize but it still says its a bitmap image. very new to this, have the basic stuff covered as far as letters, numbers and shadowing but not vectorizing. Thanks in advance

Hi I always delete the bitmap and keep the vector image so it wont get confused.
