Needing Help Getting Contour Setup So I can get these Printed

I posted this in the illustrator section also but it is pertainable to any format I can get it in..I have been working on some files that I want to get printed and they need to have a contour around them with holes and I am struggling..If anyone can help I would greatly appreciate it.
