Help with printer info

I hope this is under the right category...

  My dad has been in the sign business since they made vinyl, but now it seems vinyl isn't the best way to do signs anymore, or to say the least theres an easier way nowadays. He tried to get into printing awhile back he didn't use it much so the ink lines went bad. Now his NovaCut is simply just a plotter. To sum up how dated his stuff is, is to simply say he still uses Windows 98, which Coral Draw really doesn't like!

He tried to move forward in the past but it seems he was a Guinea pig when printing first came out so he hasn't tried it again. Now I am updating his business and I have a few questions:

*What kind of printer would be a "overall" job printer? (No ribbon printer... Just something where I can quickly make signs/designs -over 30")

*Does the new printers print on magnet media? or banner media? (Ive heard/read of it but would it be a specialized printer?)

*Lastly I keep finding people talking about a laminator, is that a needed machine to do printing?
