I have just gotten started with this too and am not sure I need to. What does the state ID mean in terms of buying supplies? I thought it got you better prices but my accountant said it lets you buy tax free but then you have to deal with collecting tax. Can you buy wholesale without a state ID? Sorry if this is off subject...

From my understanding if your buying wholesale to resale exactly as is then you do not pay tax but must still charge a tax. For signs it is manufacturing and you are buyin supplies to be modified so then you would charge tax anyways.
