Question on printing a photo that is downloaded

Hi, If I download a photo off the internet that someone put on there or one someone emailed me with a low quality/ low resolution, is it possible to edit the photo so it will print nice?  And what kind of photo editing software is the best to get?  Is it Photoshop?  I haven't had a lot of luck with printing photos so far.  Even ones that I take myself seem to not print out too good sometimes even if they are taken at 8 mega pixels so if anyone has some advice on how to get photos to print good and what software to get, I would really appreciate it!! Thanks

Most of the stuff you see on the web is only 72 dpi, to get  a good print you should have something closer to 200 dpi or higher. You can up sample the photo but that does not always work. Best bet is to make sure you get the best quality you can.
