Can I cut around a injet t-shirt transfer with this?

I am new here.  I have a heat press and do some t-shirt transfers.  I'm looking at some US cutters.

Can I cut around a inkjet transfer (to get rid of the white) with this cutter?  I am also looking at the pcut.

Or do I need a contour cutter (is that the same as a laser cutter)?

I am looking at US Cutters (all I can afford right now).
