Another newbie with questions...

I have spent the last couple of hours reading various threads trying to gather information.  Unfortunately, I now have brain overload.  So, I've decided to let you, the knowledgeable and informative, tell me what I'm needing to know.  Seriously, I can tell this is a great forum and the members are top notch people.

Basically, I am trying to find out what equipment would be necessary to print an image on vinyl, then cut it out.  The attached image(sorry, don't have it in .jpg format) is just a basic example of what I might want to create.  Also, I am on a small budget (under $5,000). 

If I haven't provided enough detail let me know.
