Vinyl Cutters are able to cut 1mm hole?

I'd like to buy a small Vinyl cutter but,I don't know it can cut small things?For exsample 1 cm tall letter?And if it is able to cut,how long is that?Because my friend told me that if I wanna cut 10 letters what is 1cm tall it is so long time to cut,Is it right or not?And I wanna cut 1mm hole,Can It cut or not?

hi,

it would cut quite quickly, but why a "1mm hole"?? it would go through the motions of cutting but there wouldnt be a lot to see!!
