I know nothing about paper cutters, do you have any recommendations?

I hope this isn't a silly question. My wife has a business that requires cutting rolls Heat n Bond, which feels kind of similar to parchment paper. Are there any products that will allow us to load a roll of this material and then cut it into 12" sections? The rolls can be cut down to 14" width with a diameter of about 6" prior to loading. Thanks!
