anyone Here works on the Cutters in the Quad Cities  trying to get mine set up ? 

i have a 781 MK2 .

It's not rocket science, what's your problem?  What are you having a problem with?   Which step are you, for setting it up?  Which cutting software.  Which computer operating system?  How connected?

cutting the project  it's just drawing squiggly lines with the pin when i send something to cut.

Is your design a vector design?   A vinyl cutter only cuts vector designs. Outlines made up of nodes.  Post the file if not copyrighted.  Do the com port numbers match in your computer device manager and Vinyl Master software? (only between 1-4) nothing higher.   Does the TEST feature cut a square and triangle?  Show a screen shot.  What have you done to set this up?  Did you download the driver for it and install it?

yes it's a vector design. 

the test feature is not cutting a square or triangle 

yes the driver is installed 

i did the full install set up

What is it doing?  Can you show a screen shot? The cutter should make a TEST cut, right from the vinyl cutter TEST feature, with no software involved.

i can sent it in about an hour if that's ok.

ok.  Also make sure that the wheels of the carriage head are firmly down in the track, they sometimes come out in shipping.

Concur with skeeter on making sure the carriage is engaged all the way on the track, see that quite a bit
