Latex or oil based.( cant find my old post on it)

I tried finding my old post on latex versus Oil based paints and couldn't locate it ,sooooo  im making a new post sorry.......So last year or so i was able to buy oil based paint for doing an exterior sign with vinyl applied.Well now you cant buy oil based in California or at least up where i am now..So i went and bought some exterior semi gloss latex and did a free  small sign for a customer .waited 2 weeks and put the vinyl on like i did last time with the oil based (which is still holding perfect by the way)......

Well  with the latex, my vinyl started curling on the ends..Did i buy the wrong latex semi gloss exterior or something else up? or did i need to wait longer to apply.?

Not a paint expert.  But I do know if you look at the formula and it has something like "stain guard," that is often Teflon®, (polytetrafluoroethylene,) mixed in.  Vinyl slides ride off that shortly.
