uddenly the device makes a weak cut at a certain location

And also transfers displacement cutting

What is the problem?

I noticed the rubber is worn, is that the problem?

 The belt looks horrible. Replace it.  Clean your pinch rollers. You for sure are picking up vinyl and it is all over your pinch rollers.   Look at your teflon cutting strip also for gouges and scratches. Make sure the blade exposed out of your blade holder is correct and not lifting vinyl.

The belt is not good, but I don't believe it would cause the cutting problem you are noticing. I'd also be concerned as to how the belt got that way. Once replaced I'd keep an eye on the new belt to make sure something is not rubbing it.

My machine is old but works a lot, I will give it attention and I will renovate it :)

We don't even know what machine it is.  Look up the part number on the belt online. You should be able to find some kind of instructions on youtube.
