New SC2 cutter won't come on

I bought a USCutter SC2 34" plotter on 07-31-2018

while setting up the plotter on my laptop the plotter cut off and wont turn back on 

I tried changing the electrical power cord and fuse and it still wont come on.

Would really like some help on this situation.
