I have a CP-3500...powered up and the display just keeps flashing. I can not do anything else as it will not let me. Tried holding down the setup button when turned on, did not work for a reset. What can I do to resolve this?

almost no chance, there are 2 other similar post in the copam section and no replies as to anyone fixing one when it does this - usually parts on an older cutter just aren't worth it and since uscutter quit selling copam and parts it is harder to get parts.  the copam had a good run I think it was like 14 years with almost no changes - it was a very solid performer in it's day.  I had 2 of them - the second one I bought used and it smelled so strong of pot I thought the neighbors police dog was going to go nuts - my dog kept licking the stand even after I cleaned it 3 times :)

When powering up any cutter, it goes through a self-test of circuits and components (motors, switches, electromagnets, etc.)

Yours is failing that internal diagnostics check.

Now, while the problem may indeed be caused by a motherboard failure, it's also possible that the LIMITER SWITCH (also called a kill switch or home contact) is not properly functioning. I had an SC machine that arrived DOA, and the first thing I did was take off the upper cover and make sure the switch was making contact (it wasn't). I simply bent the metal slightly so it would, and that was it.

I saw a parts on Aliexpress (at least for a CP2500). I got my second pinch roller there a year ago or so. Might want to do a search. Aliexpress is reputable, I've bought lots of stuff from there over the years.

I see there is no motherboard now, but they did have some. They do have a power supply...

Here's the link I searched out.
