Can't cut image only words

New to this program and trying to cut my first project. It is an American flag with words above and below it. When I start the cut it only cuts the words.

Is the flag a picture or drawn image. You can't cut pictures and the easiest way to check is in wireframe (ctrl-w). Also if you locked the flag down while working it won't cut until it is unlocked.

Yes it does sound like it is an image i.e. a picture.

 

An image is made up of very small colored squares (pixels) that form a picture when viewed from a distance. These pixels cannot be cut out as there are no vectors paths for the blade to follow.

 

As such, vectors must be Vectorized (traced) so the resultant vectors can be cut out with a vinyl cutter.

 

To do this is easy by selecting the image within the software and clicking the Vectorize button from the second row of tools or from the Images (menu) and using this specialist module to convert an image into cuttable vectors.
