What is the name of this holographic material? (Video Inside)

Topps actually uses a number of vinyl available such as gold engine turn signal, cracked ice, etc.  Do you think that this type might not be available to the public?  if that is the case, is it possible that someone makes this type?

Topps will more than likely not help - that is actually why I am scouring the net for hours on end trying to find out an answer.  I'd love to be able to just ask them, but I think they would just laugh at me and hang up.

I know,  I even read it was Topps technology,,,,

I have an update on this - I believe that an overlaminate is transparent, correct?  If so, I don't believe this to be an overlaminate ... I took apart the material shown in the video, and it peeled off a little bit.  It was not transparent.  It acted almost like the oilspil holographic vinyl that is out there.
