Not cutting out the center of letters

I was given a graphic to cut out,, which is letters,, but as far as I know not a font. ( it was given to me as a .jpg) Anyway,, there is a "P" and an "O" that it doesn't cut the center out. Well it does cut it out but in a separate tile, How do I get it to cut it out all in one tile?

I think I may have just figured it out,, you drag the tiles on top of each other? I'll have to test cut tonight

The centers are probably a different color instead of cutouts. Select everything and Arrange + Combine. Theis will turn the centers into cutouts from the rest of the letters.

Oh,, just an update,, I WAS doing it incorrectly,, I dragged the two layers together,, and voila(sp) it cut correctly.
