Will the MH-721 cut construction paper?

I have a couple dozen sheets of 24x18 black construction paper. Will the MH-721 cut through that?

It should with no problem... but you should run a carrier sheet under it or it will mess up your cutting strip... That being said I have heard that the front mounting hole in the carriage is used for cutting all the way through but I've never tried it so can't say for sure.
