Blade head just moves all the way over against the red restart button and quits

I just received the Pcut CT 630 cutter.  I put it together and installed vinyl and everything seemed great. went to do the test cut when hitting pause twice and the cutting head moves over against the left restart button and does nothing else. Acts like it wants to start but nothing.  Anyone with any help out there would be greatly appreciated.  I have tried it a couple times and got nothing.  Trying to get this up and running this weekend.

The cutter cuts from right to left, so start the cutting head on the right side of your material to avoid this issue.....
