Resizing image using measurement between two points

It's early and I think I'm over thinking this. I have an image that measures 2" between two points, I need to resize the image so that measurement is 9". This isn't the width of the image but a measurement inside of it. Thanks, sorry, long week.

Some states/cities have requirements for commercial vehicle lettering. NY is 3" minimum for physical address on contrasting colors. Phone and website is plenty for contact info IMO.

Pixelpusher, as stated in my original post the instructions provided on the USCutter support page did not work as Win10 requires a digital signature verification. After some searching, I found the workaround by disabling the driver signature verification: http://www.waledacdroid.com/2015/11/how-to-disable-driver-signature.html

Just updated my PC from an old XP desktop, been going through the driver/software rigamarole. I have a 14" MH USCutter, WIn10 and Signcut. Followed the instruction/driver provided on the US Cutter support site but Win10 is wanting a digitally signed driver.

It's been about a year since I had to cut anything, I have a fresh install of SignCut. I only have a 14" cutter and I'm trying to cut out a tiled piece but I get random cuts. I tested a smaller design that fits on the vinyl and it cut fine. I've also cut this same design many times without issue before, just seems the tiling is making something go haywire. I also receive a "document Failed To Print" error from Windows.

Ebay is flooded with people making motorcycle logos, not to mention the places that make custom graphics usualy let you choose your own logos to incorporate into them. The only company I ever heard of being fussy about their logo is Red Bull. Something about their logo in the US or whatever. That's why you can't find Red Bull helmets and crap that's readily available in Europe.

Thanks, I'd like to see those clear samples on something if possible. It will be cutting a small block of text so I don't know if it will be too much of a pattern.
