So I finally purchased my cutter from eBay. I set it up and got it all ready to go. While downloading the software for the cutter I read that you should not have it plugged into the cutter. So I did not pug into the cutter and the symbol that they say to click on is not there. It is the symbol of a computer with cutting plotter underneath! Should I plug in the cutter, or did I get a bad disk?
The cutter I got was a MH721.

Here is a link to download the executable version of the USB driver. It doesn't matter if the USB is plugged in or not, just download this file and run it and the install will be done for you.
